Not independently attested as a distinct spirit of Mongolian folklore. No source confirms a vampiric being called 'Ulu Ulan' who protects or blesses; Mongolian tradition's red deity of war is Daichi Tengri, and no 'Ulu Ulan' appears in shamanic or epic sources.
